Introduction
The Dutch Gaming Authority, the Kansspelautoriteit, has issued its first set of follow-up licences, renewing eight online gambling operators whose initial five-year terms are expiring. The Netherlands opened its regulated online market in 2021, and this first renewal round marks a milestone: the transition from market entry to market maturity.
Renewal is not a formality. The KSA evaluates licence holders on their conduct over the first term, including player protection, advertising behaviour and channelisation performance. For operators, the renewal moment is a useful prompt to ask harder questions about how they market, retain and protect players in an increasingly scrutinised market.
Who Was Renewed, and What the KSA Looked At
The eight operators holding the first follow-up licences are TOTO Online B.V. (TOTO and Winnitt), Holland Casino N.V. (Holland Casino Online), Play North Limited (Kansino), FPO Nederland B.V. (FairPlay Casino), Bingoal Nederland B.V. (Bingoal), Hillside (New Media Malta) Plc (bet365), NSUS Malta Limited (GG Poker) and Betent B.V. (BetCity). The original 2021 licences expire at the end of September 2026, and the renewals run from October 2026 through September 2031.
The KSA confirmed that all eight met the requirements to hold a licence and can continue operating. For the companies involved, the five-year certainty is the reward for a first term built on player protection discipline, defensible advertising conduct and demonstrable channelisation - the same criteria the regulator applies to every operator under its supervision.
What the Dutch market tells us about regulatory trajectories
The Netherlands is one of Europe's most instructive regulated markets, and the renewal round highlights patterns other jurisdictions are following:
Operators entering new markets, whether Brazil, Peru or newer African jurisdictions, should expect the same arc: an open door followed by a tightening grip.
Marketing implications for licence holders
For operators in mature and maturing markets, four priorities stand out:
The operators renewed today are the ones who understood early that in a maturing market, sustainable growth beats aggressive growth.
The takeaway
Licence renewal is where regulatory patience ends and operational maturity begins. The Dutch round is a preview of what every regulated operator will eventually face. Marketing teams that build disciplined, data-driven, player-first programmes now will find renewals straightforward. Teams that treat compliance as friction will find it expensive.
